Hi, guys. As @cloud-fan mentioned, there is a regression case. I'll revert this from `branch-2.4` and `branch-2.3` for `2.4.4/2.3.4` release to prevent VOTE failures. In the master branch, we need to use those test case in #24715 .
cc @kiszk since he is a release manager for 2.3.4.
