Update Microsoft.Extensions packages to 10.0.13 to fix vulnerabilities
## Description
The .NET extensions libraries at version 10.0.10 have some vulnerabilities that are causing build warnings. An analysis was not done to determine if they actually affect Lucene.NET, but it can't hurt to resolve them anyways, and it gets the warnings out of the way. This PR updates the packages to 10.0.13 to resolve them.
