ConfigService?

Another question regarding the Pluto Container requirements. 

The Javadoc for org.apache.pluto.services.PortletContainerEnvironment says 
that ConfigService is a mandatory Container Service. 

However:
1) there is no interface for ConfigService defined by the container.
2) http://jakarta.apache.org/pluto/Howto_use_the_Pluto_container.html doesn't 
mention ConfigService among Container Services. 
3) When looking at the source of org.apache.pluto.portalImpl.Servlet I don't 
see any ConfigService passed inside PortletContainerEnvironment  to the 
container.

Does it mean that the javadoc for PortletContainerEnvironment is simply out of 
date, or is it more complicated than that?
