On second thought, we may have other reasons to require > 1709.

1. According to the [Windows Server Blog|https://blogs.technet.microsoft.com/windowsserver/2017/10/17/windows-server-version-1709-available-for-download/], 1709 of Datacenter should be available.

2. In-progress Docker health check patches require > 1709.

3. The HNS networking bug (the root cause of MESOS-7548) was fixed in 1709.
