ACTIVEMQ_HOME and ACTIVEMQ_BASE

It seems that in 4.1.1 it was possible to have the conf directory (containing
activemq.xml) located in a location pointed to by ACTIVEMQ_BASE. In 4.2 this
does not seem to be the case, as the conf directory in ACTIVEMQ_HOME is
used.

Is this intentional or a bug?
