Regarding fo:leader

Hi 
I've a .fo file that has fox namespace in it. When trying to create the toc, with the following code,
<fo:leader 
        leader-pattern="rule" 
        leader-pattern-width="5pt" 
        keep-with-next.within-line="always"
/>

I get the output as below

chapter1--------------                          1
   section1-----------                           2
   section abcde---                           3
   -----------------------                     
chapter2-------------                            5

But I require an output as follows
chapter1-----------------------------------------1
   section1---------------------------------------2
   section2---------------------------------------3
chapter2------------------------------------------4
