readAsText on windows uses Windows.Security.Cryptography.CryptographicBuffer.convertBinaryToString to convert buffer to requested exception. When such conversion can not be mayed, it thows exception, that is currently not handled. The function shall fail with FileError.ENCODING_ERR instead.
