   ## What changes were proposed in this pull request?
   In insert overwrite directory while using 'stored as' files are not compressed.
   In this PR it is converted to data-source flow if it is convertible.
   Same behavior is followed in CTAS in SPARK-25271 
   
   ## How was this patch tested?
   manually
