Android create script broken
The create script for Android 2.1.0 is broken due to commons codec 1.7
being released today. The create script tries to download 1.6 but the
download link isn't working anymore. The issue is filed at
https://issues.apache.org/jira/browse/CB-1468#comment-13456296. We will
most likely have to retag android and start that vote thread again.

There are tests written for those scripts and it would be good to run them
before cutting/tagging a release.

We can't do this for an Apache Release because we're not allowed to
distribute Binary JARs as part of our build artifacts. The whole
reason we have this in the build script is because of the "Apache
Way".
Honestly, "The Apache Way" often seems to contradict common sense.
It's already delayed this release by two weeks.

I think we should just fix it in a distro and send it upstream in 2.2. I
