VCL-670 - user provided data loaded at request time

xmlrpcWrappers.php: modified XMLRPCdeployServer: added argument '$userdata'; this is placed into the variable table with a key of 'userdata|<reservation id>'; entries are created for each reservation that is part of a cluster; the data is then dropped in to /root/.vclcontrol/post_reserve_userdata by the backend at reservation time
