Performance Enhancement to Xalan distinct function

Good suggestion, but not one we can take yet. Until the Xalan community agrees 
to drop our promise to run on Java 1.1.8, we really can't use the Java 2 
collection classes... and HashSet is one of those. We periodically ask about 
abandoning Java 1.1.8 support, and the Xalan user community tells us "we'd love 
to but our customers aren't ready to upgrade."

(There is actually a version of the Java 2 collection classes available from Sun 
as a separate jarfiled which could be used with Java 1.1... but it's unclear 
that we want to add that dependency either.)

We should definitely leave this active as a request for enhancement, to remind 
ourselves that this issue still exists.
