m_0908_7915b3f ，3副本3C3D，
创建元数据过程中，down 1个datanode，不能继续创建元数据，ConfigNode 报错信息：
2022-09-08 14:33:30,846 [pool-4-IoTDB-ConfigNodeRPC-Processor-94] ERROR o.a.i.c.m.PartitionManager:348 -{color:#DE350B}* ConfigNode failed to extend Region because there are not enough DataNodes*{color}
