I am attaching the test case and a screen shot of the defect.
If you have images with wrap type "parallel" totally enclosing the left, top,
and right (intent is to encircle the text) of the text, the text is shifted
downward below the images some amount.  Changing the wrap type for the left and
right images to "before" and "after" does not fix the problem.  In order to get
the text to shift up to where it belongs, you need to open a gap in the
enclosing images.  In the document attached, this can be accomplished by moving
the image of the bird on the far right down.

In order to get the text where it belongs, it is necessary to open up a hole in
the image space surrounding the text by moving the rightmost image downwards. 
It appears that in order to be packed into the space properly, the lower right
image requires at least one text line worth of space above it.

It appears the issue has nothing to do with the "First Paragraph" option; I can
get it to fail with that set.  It appears to be caused when there are two
images across the text area and a third image with "Parallel" or "Before" wrap
is moved on top of them such that its upper left corner covers the lower right
corner of the left image, and its upper right corner covers the lower left
corner of the right image.  When that happens, the third image (the one
obscuring the original two) behaves as if its wrap has been changed to "None".  

While Draw may appear to be a more appropriate tool, this test case is derived
from a much longer document containing several pages of text.  Perhaps Draw can
flow text around objects.  I'm not familiar with it but it appears to limit
text to rectangular boxes; if so, it would be inappropriate.

Sorry but I don't understand what you means.
If I want to set picture in parallel with text, I use a table without border.

Bug with only 4 images

The number of images does not matter, as long as there are enough images to
make an arc.  However, there is some minimal configuration necessary to exhibit
the bug.  If the arc of images is simple enough, the algorithm does the right
thing.  My original document had many more images.  I am uploading with this
message another test case with only 4 images that also demonstrates the
problem.

Sorry, didn't see the screenshot earlier.
That looks partly correct, but partly incorrect:

The first text:
 "But we've broken out the skis...cheer up our spirits"
is a separate paragraph, and is supposed to be above all of the images.

The second text:
  "In February...New Zealand. I"
should be up where the first text currently is.

I don't know if that is a mock up or actual modified program results, but if it
is actual program results, the justification is incorrect.  If all of the text
were supposed to be underneath the images, the third line should be justified
over to the left as far as it can go, and the fifth line should also be further
left, over next to the flower.

So the first paragraph should be where it is in both of the original screen
shots, and the second paragraph should be up underneath the images, similar to
your possible result and the "screenshot with text where it belongs" images.

I am uploading a tarball with a set of images:
  LayoutBug_3.jpg
  LayoutBug_4.jpg
  Layoutbug_5.jpg
  LayoutBug_6.jpg
  LayoutBug_7.jpg
If you start with the "Bug with only 4 images" document:
1. Select and cut the image on the far right, result => LayoutBug_3.
2. Click to put cursor at end of all text, then paste: result => LayoutBug_4
   This is an incorrect result; text should still be up high but wrapped.
3. Move pasted image down so its top edge is about 1cm below image above.
   result => LayoutBug 5.  This is a correct result given where the image is.
4. Move the image up and to the right, so its top edge is even with the bottom 
   of the image above it, and with its left edge over near the edge of the text
   area.  result => LayoutBug_6.  This is also a correct result given where the
   image is.
5. Move the image left about 1 cm.  result => LayoutBug_7.  Notice that the 
   text moved clear down below all the images.  This is the bug and an
incorrect
   result.  The text should be up where it was in step 3 and step 4, but
wrapped
   more to fit in the smaller horizontal space.

The images are not supposed to be in a straight line.  They should form a kind
of arc across the top and sides, with the text shoved up as high as possible. 
This is a cut-down test case.  The real goal was a ragged oval of pictures with
text in the middle.

The point of the bug is that if there is an unbroken arc of images, starting
lower left and going completely across the top and down the right, the text
will not be placed up toward the images at the top.  It should look something
like this:

                                Picture
            Picture       |---------------------------| Picture
 Picture |----------------  The text should start as   -------------- Picture
---------  high as possible in the space available below the images  |--------- 
   and continue normally below that.

Possible result

OK I see now what you want.
But, in your description in comment 7, you have 5 pictures to make your ark.
- your document contains 6 pictures
- these pictures are not right dimensions to make this ark

Sorry but I can't spend time anymore on this problem.
For me, Writer app is not the right tool to make such documents. 
With Draw app, you will have much possibilities to arrange text and picture
objects.

If the attached document shows a solution, the hint is to activate Picture… →
Wrap → Options: [x] First paragraph at least for the first picture inside an
empty paragraph.

There are many other options which Writer presents to use, e.g. simply change
the width of a paragraph. Try different possibilities of anchoring.
Some positions are only possible by entering the position inside the dialogue.
Writer always places the anchor in the near of the object. It is a missing
feature from the beginning that it is not possible to hold the anchor of an
object at a defined point and drag the object in relation to this anchor.

It is possible to do what you want. But how, you should better discuss in a
user forum.

Please have a look where the /anchor/ of the image is placed if you drag the
image. If the anchor go to another paragraph then there are other interferences
with the other images.
An object respects also the wrap options of another object. It is like you put
some magnets together.

Screenshot with text where it belongs; image required shifting to get this

The images in the original screenshot are where they belong (manually placed). 
The problem is where the text below the images starts.  It should be up in the
vacant space below the images, as shown in the second screenshot
(Correct_Almost.jpg)
