  Log:
  Rebuild version of "moo.jar" that eliminates the JDK 1.2 dependency in
  org.apache.tools.moo.jsp.JspChecktest.  In the doQueryString() method,
  the source code originally called add() instead of addElement() on a
  Vector, which is only legal in JDK 1.2.
  
  The source code had been fixed, but a rebuilt moo.jar had not been checked
  in.  This caused watchdog to fail on the first series of tests, on the
  test after "positiveDoubleQuotes".
