   ## Summary
   1、Adds custom chip option for the ARM64.
   2、Implement arm64 PMU api interface, and use PMU capability to implement perf interface.
   ## Impact
   Code that affects the call perf interface.
   ## Testing
   The test calls perf interface, works properly, and the ostest test passes.
