I have the same problem (revision 154655): tabs and content is rendered correctly (although no tab highlighting), but no menu.

Unfortunately, Jira (or my browser) misinterpreted/misencoded the link when the comment was posted. so clicking it does not work. Selecting the whole text, copying and pasting it into the address bar works though.
