Classpath for samples & etc..

Hi,

Most of the problems regarding running of the samples
stems from the fact that the sample's packages are not
on the classpath.

Q1) Is there a way to not need to restart Tomcat
when I deploy a new service (with new packages) on a different web app ? If I am running a web hosting service for Tomcat, how would I allow the user to deploy their services without needing any interference from me, the sysadmin ?

Q2) What actually happens during the deployment of a service ? I've seen a reference to a *.ds file somewhere. What does this do ? 

Q3) How do send one way SOAP messages of RPC style request-response ? Is this in the samples ?
