   ## What is the purpose of the change
   
   *This pull request ported external catalog to flink-table-common*
   
   ## Brief change log
   
     - *Ported the following classes to flink-table-common: Rowtime, ExternalCatalog, ExternalCatalogTable, SchematicDescriptor, TimestampExtractor, StreamRecordTimestamp, ExistingField, Schema, WatermarkStrategy*
     - *Updated Rowtime to remove the dependency of AscendingTimestamps and BoundedOutOfOrderTimestamps as they will introduce the dependency of Watermark. As a consequence, this PR has removed method RowtimeValidator.normalizeTimestampExtractor, and RowtimeValidator.normalizeWatermarkStrategy as they are not used any more.*
    
   PS: This PR depends on FLINK-11516 and FLINK-11449.

   This change is a code cleanup without any test coverage.
