[VOTE] Pulsar Release 2.3.2 Candidate 1

Hi all,

This is the first release candidate for Apache Pulsar, version 2.3.2.

It fixes the following issues:

Note that we are voting upon the source (tag), binaries are provided for

One thing to note is the -src package contains pom.xml.versionsBackup
files which should not be there.
