Velocity v1.1 rc2 Released

Release candidate 2 of the Velocity Template Engine is released as is
available in the usual place.

This release fixes the few minor problem and one major problem found in
v1.1-rc1.  Please see the changelog for a list of the changes.

Please check to make sure all is ok, especially with the template
encodings.

Since there was no opposition noted, and the fix seemed to work, I
rolled the character stream fix into rc2.  It's a big change, but
realistically, the encoding is broken without it, so we need to do it.

I think we should test this version over the next week or so, and
release sometime after JavaOne.  The intent was to get something out by
JavaOne so it could be bundled into Turbine, but the char stream problem
coupled with the delay induced by the cracker that hacked into
apache.org delayed things.

Test well.
