changing jr.params at runtime

is it possible to have a portlet to behave "different" from other
portlets?
what i have in mind is this: i would like to open a (velocity if
possible) portlet in an popup-window. but for this extra-window i would
like to disable the top- and bottomnavigations. now as this is
implemented in the jr-p file: can this be "overridden" within a
.xreg-file (by a parameter), if yes, how?
