What is XINDICE_HOME's value supposed to be?

In the documentation I've read, the authors use XINDICE_HOME as if it's
already set. On my system it is not. Should it point to the directory
I untarred it into (/home/tgagne/var/xindice-1.1b4) or where it lives
inside tomcat (/var/tomcat4/webapps/xindice-1.1b4)?

For Java development, read this url:
docs/guide-developer.html#Setting+up+Your+Build+Environment . Shortly,
you need some jas files in your classpath (XML:DB, Xindice,
Commons-logging).
For command line usage: when you invoke xindice.sh (or xindice.bat
in Windows), it will tell you that it wants XINDICE_HOME to be equal to
Xindice's WEB-INF directory.

it should point to the directory where you untarred it.
