### Reason analyze (If you can)
ShardingSphere persist `minimumIdle` of HikariDataSource as `-1` to the registry center when starting with local configurations.

### Steps to reproduce the behavior, such as: SQL to execute, sharding rule configuration, when exception occur etc.
Search `GovernanceRawYamlConfigurationExample.java`
1. run with `loadConfigFromRegCenter = false`
2. run with `loadConfigFromRegCenter = false`
