The download page has broken links for version 2.8.0

It looks like the release was removed from the mirrors without updating the page to point to the archive server.

To reduce the likelihood of broken links, it's best to allow some overlap between old and new releases, e.g.

- publish new release (2.8.1) to dist.apache.org/release
- wait a day or so for mirrors to catch up
- update the download page to include the new release (2.8.1)
- change the previous release (2.8.0) to link to the archive server
- send the announce mail for the new release (2.8.1)
- remove the previous release (2.8.0) from dist.apache.org/release

This should minimise the chance of a user encountering a broken link.
