[PR] Remove a Dag Run or Task Instance note when its content is cleared [airflow]

   Emptying a Dag Run or Task Instance note in the UI now removes it, instead of saving a blank note that left the entity flagged as having one (`has_note: true`) with no way to unset it. A `null` note still leaves the existing note untouched, so the bulk and clear flows are unaffected.
