[~arpitagarwal] and [~rrajeevan], thanks for providing additional context.  I've re-named this bug to "libhdfs++ should respect NN retry/failover configuration settings" to more clearly specify the scope of work.  The referenced bug and config settings outline a good set of policies that we'll adhere to in libhdfs++.
