I haven't checked, but I'm very confident that this problem was also present in geronimo 1.0.  I believe the simplest workaround is to package the orb and tss bean(s) in the same configuration, possibly the same configuration as the ejb app.  Then the orb and tss beans will have the same lifecycle unless you manually stop or start a tss bean.  Note that the tck is set up this way and our sample corba configs are also set up this way.

The problem occurs if you package the tss beans with your application rather than with your orb.
