[RESULT][VOTE] Release maven-gpg-plugin 1.0-alpha-4

We have 3 +1 votes from PMC folks (jvanzyl, brianf, aheritier) and my 
non-PMC +1 vote.  No -1 or 0 votes.   Thus, this vote passes.   
Releasing now.
