[Issue 125793] Files open in read-only mode

OpenOffice version 4.1.1 Read only file Win 7

In reviewing the original report, I was a little difficult to replicate the
bug. I further my research by going to the Bugzilla website, to see if I can
find a bug report similar to issue 125793. I came across issue 113621-WWS8:
Simple password-to-open-protected doc.open in read-only mode. While I was
reading this report, the steps to replicate the bug seems to easy to follow on
version 4.1.1.   
-Create a new document in Writer
-Type in something( I completed a sentence)
-File , save as
-Select Word 97/2000 format, choose a writer folder, give it a name and  “Save
with password”, then hit save
-In the following dialog requesting to enter the password, just type the
password twice and confirm (i.e.: do NOT open “More options” and do NOT check
“open file in the read-only mode”)
