Faster implementation of SOAP applications...

Hi.

I’m trying to design a framework with general functionality that can be used 
for faster implementing SOAP applications.

- It has to reusable, preferably as components or classes.
- The components / classes have to add all SOAP specific XML and do all 
in/out wrapping automatically.
- It has to be easy to use, with simple interfaces for send, receive and the 
possibility to queue up calls / responds and send as one package.
- Should be developed with Java (Sun version), JMS and Apache – SOAP
- Maybe also implement the ability to use a PKI to send secure messages 
between sites.
- Should be able to communicate with a Microsoft platform.

Does something like this already exist?

Also, does something similar to MS ROPE for Java exist?
