    Resolution: Not A Problem

Hi [~IngoJ], you can do it right now by asking your CloudStack admin to set listUsageRecord entry to 15 in /etc/cloudstack/management/commands.properties:
listUsageRecords=15

And then restart management server, the API will be available to all user types. Since this is a config issue, closing the ticket as "not a problem".
