Tomcat connection problems with task reloading

I am using tomcat's (4.1.24) ant tasks to reload the web app i am 
developing. This works fine except that tomcat does not close any 
connections that were open before the reload. it also does not use them. 
Eventually tomcat refuses to accept any more connections and needs to be 
restarted. Does anyone know how this problem can be solved?
