Resolution: Duplicate
Done in CASSANDRA-8708 as a separate nodetool command.

> We added inter_dc_stream_throughput_outbound_megabits_per_sec in CASSANDRA-6596 to differentiate intra-DC and inter-DC streaming throughput restrictions, however, it's never exposed via the nodetool interface. This JIRA is a request to allow this new parameter to be set from nodetool (in addition to the cassandra.yaml and JMX method).
