Christian, going through the OAuth2 JIRAs and noticed this is still marked as "Open."  I've never seen an instance where the JSONOAuth2Persister isn't reading the oauth2.json file.  The data in oauth2.json isn't useful until you modify for your needs, so maybe that's the problem.  You could also try enabling trace for org.apache.shindig.gadgets.oauth2.*.
