The current maven build setup for Drill is not incremental due to a couple of bugs\[1],\[2] in maven-compiler-plugin v3.0.

To fix this, we need to
# Upgrade to maven-compiler-version 3.2, and
# Use the paradoxically named setting {{useIncrementalCompilation}} to 'false'
