Tests hitting external stuff....

There are a couple tests that are failing if access to the internet is not 
available as they pull schemas and such from external websites.    That's 
not good.

For example:  the javaee_5.xsd file in rt/frontend/jaxws has an import to 
http://www.w3.org/2001/xml.xsd.   When that is loaded, it goes off to the 
website to get that schema.
