CocoonPortlet vs. coplet

I'm trying to understand the difference between implementations of
CocoonPorlet and coplets.  We have a project where we would like to use and
open source portlal server if possible but need to keep the possibility of
having to buy a portlal server open.

Are 168 compliant coplets implementations of CocoonPortlet?  It seems to me
that by creating Cocoon portlets we can achieve 168 compliance and the
ability to port to any portal server.  I also see that there is a cocoon
portal server and this describes coplets.  What is the difference?   Can i
create 168 compliant coplets that extend the CocoonPortlet or are they 2
different things?
