When looking at the configuration for a Controller Service, it can sometimes show that a Processor (or another Controller Service or Reporting Task) references it even when the Processor/component no longer does. In fact, the component may not even exist anymore. When this happens, if the Controller Service is already enabled, it cannot be disabled, and it cannot be enabled with its references.
