Tagging log4php (php4) as stable.

I think it's time for log4php (php4 version) to release a stable version.

1. the code is quite stable.
2. the 0.9 version is dated 10 Dec 2003
3. It is time to work on a php5 port

What developers and contributors say?

I'm comfortable with it. But please have a look at the 
LoggerAppenderAdodb issue from Patrick to ensure there's no problem there.
