OOZIE-1233 updates oozie-setup.sh and addtowar.sh to be able to configure Oozie to use SSL (HTTPS).  If the addtowar.sh script is invoked directly, the {{$\{OOZIE_CONFIG\}}} variable won't be set properly and you get:

"File/Dir does no exist: /ssl/server.xml"
