admin module and the new security implementation

Hi!

What interface should I look at if I want to make an administrative servlet
that can administer access rights and users/groups?

It is important that this interface do not consider the security already
applied to the resources - meaning that if I am administrator of a server I
do not want to risk not being able to alter security setting due to access
rights on the specific resource!
