Upgrading to checkstyle 2.4

Anyone object if I nuke the now-obsolete buildtools in the main tree
before it confuses anyone else?

No.  Go ahead.   I meant to do it, but kind of forgot.   I kind of left it 
there to not break the sonar build and I've been too busy to contact them to 
start working with them on fixing that.
