[ANNOUNCEMENT] Codec 1.1 Released

The Jakarta Commons Team is pleased to announce the first official
release of Commons Codec from the Apache Software Foundation. Commons
Codec contains a number of phonetic encoders, a Hex implementation, and
a Base64 implementation.

Source and binary distributions are available from the mirrors. Please
