removing TS_IS_MICRO_BUILD compilation option

Hi all,

In https://issues.apache.org/jira/browse/TS-1685 I propose removing the --enable-micro configure option. It doesn't build so I'm guessing that noi-one is using it. If you want to keep this build option, please comment in the ticket.
