I just verified that this still occurs in 4.x, I should have a patch up in a day or two.

> From Andy, commenting on SOLR-4196
> I noticed a bug in Solr-4.1 release that if there are unloaded transient cores in solr.xml, and a new core is created via the admin handler, the record of the core in solr.xml is removed on persist.
> Creating as a separate bug, I don't want to lose it, but I havent verified it yet.
> Thanks for bringing this up Andy!
