[Bug 55777] Hot deploy fail. A tomcat instance cannot run forever, You must restart it.

tomcat version  7.0.34
java version 7u45
i also tried with older version
tomcat version 7.0.47 
java 7u14
it does not matter the version, it will fail with permgen space.
