    Description: 
The FailoverExchangeMethod's retry mechanism is flawed as it was extending FailoverRoundRobinServers.
There was also an error in the retry mechanism in  FailoverRoundRobinServers. (See QPID-1712)
Also the retry mechanism for the failover exchange is actually different from FailoverRoundRobinServers therefore it is wrong to extend it.
