   ## What is the purpose of the change
   
   *Restart strategy customization was not a public interface since it was not documented.
   Since existing RestartStrategy implementation will not be supported with the new scheduler introduced in FLINK-10429, we'd better not mark restart strategy customization a public interface.*
   *This PR is to remove the documentation of restart strategy customization.*

     - *Affected docs are re-generated*
