Apply BOOKKEEPER-18.diff and put both jars in the newly created lib/ directory. 

Make lib/installdeps.sh executable. Run installdeps.sh to install zookeeper. This step should go away after Zookeeper 3.4.0 release.

>From this point, mvn package should run without errors on a clean machine.

Other changes are:
   - Removed automatic invokation of protoc (it should only run when proto spec changes)
   - Fixed inter pom dependencies
   - Cleaned up inter pom version numbers
   - Added log4j.properties for test.

Once submitted BOOKKEEPER-20 should cease to be an issue.
