if retrieve works with a widget
what does it do that newcustomer does not
it calls
sendMailFromScreen
so the best fix is to change new customer
will try to submit a patch

I found the idea interesting. Because I believe it's easier to remember your own password (even if you forgot it one time) than having to use an auto generated password or change it anew.
So I tested it but it does not work, I get :

the UtilURL.fromResource(templateName) does not read a widget. unless i am missng something.
will have to read up on how to extract a URL from a widget.
quick fix is to set the
bodyScreenLocation="/component://securityext/widget/EmailSecurityScreens.xml#PasswordEmail"
to
bodyScreenLocation="/component://securityext/email/default/passwordemail.ftl"
